Fix intermittent PipeWire related timeouts in GH environment. (#1272)

* Fix intermittent PipeWire related timeouts in GH environment.

* Add debugging info.

* Try starting user service to see if we get the correct files in /run.

* Minimal logic to make sure systemd is available as a user.

* Additional debugging.

* Try disabling SELinux.

* More debugging.

* Use id -un instead of hardcoding usernames.

* Restart systemd-logind to see if that makes a difference.

* Disable PGO to allow faster failures.

* Oops, commented out something I shouldn't have.

* Need groupadd command before useradd command.

* Set up tmate session for further debugging.

* Disable AppArmor on Ubuntu host.

* oops, fix typo.

* Reenable PGO.

* Clean up PR prior to merge.
