The boost-context-exclude switch, and the coroutine and fiber
exclusions chained to it, only ever applied to the arc770 and archs38
targets, because Boost.Context has no ARC support. Both targets have
been removed from openwrt.git, in
commit fcb29171bc9a ("arc770: Remove arc770 target") and
commit df9ffedb75b5 ("archs38: drop target").
With no target left to set them, these hidden symbols are always
disabled. Remove them and the dependencies on them.
There is no functional change: the dependencies of the boost-context,
boost-coroutine, boost-fiber and boost packages only lose conditions
that were always true.
