The rootfs archive the OCI tests unpack is installed among the test
binaries in /usr/libexec/oci-runtime-test, where the packages CI
expects every file to be executable, so the generic tests of
oci-runtime-tests fail on every architecture that builds it. Install
the archive in /usr/share/oci-runtime-test and link it from its old
place, where test harnesses copy it into the test directory from.
