jsoncpp: Fix pkgconfig file 
Backported upstream patch to make the pkgconfig file more cross compile
friendly. I don't think anything uses this.

Replaced Installev with CMAKE_INSTALL.

Added PKG_BUILD_PARALLEL for faster compilation.
